Unzip and put any files ending in ".package" into this folder: 
C:\..\My Documents\EA Games\The Sims 2\Downloads
Or if you are a frequent downloader, it might help you organize your downloads better if you created a new folder and named it "Simslice", like this:
C:\..\My Documents\EA Games\The Sims 2\Downloads\Simslice

(Note:  The "Downloads" folder is not created when the game is installed, but only when the auto-installer from the game is first used.  So if you don't have this "Downloads" folder or if you are new to downloading, simply create the folder in that location (spelled exactly the same - use the capital "D"))

GAMEPLAY INFO:  

This is a special bottle of Dom.  Drink as often as you like, there will always be a little bit left in the bottle for you to enjoy.

You can make a toast to a Sim - sims from around the lot will gather and raise their glasses.  You can also do a private toast with another Sim, but if their relationship is not good, the toaster might get a bath...

Just having this bottle on the lot could inspire Sims to start celebrating with rattles, blow horns, and more.

The "Classy" celebration doesn't come with any particular interactions - it just changes ALL Sims (aged child on up) into their formal attire followed by a bit of a foggy effect.  Everyone changes, including waiter staff, visitors walking by, carpool drivers... even ghosts!

If you have the Holiday Party Pack (2005) or the Happy Holiday Stuff SP (2006), you may get some interesting visitors just before midnight...

LITTLE TID-BIT OF HISTORY:

Dom Pierre Prignon (16381715) was a Benedictine monk at the Abbey of Hautville near Riems in France.  He was frequently credited with the invention of champagne (although some recent evidence suggests that a "fizzy, sparkling wine" was invented decades earlier in England). This famous brand of champagne is named after Dom Prignon and was first produced in 1936 by Mot & Chandon who now own the Abbey.  The Champagne is only produced in exceptional vintages; in 2 styles, the Brut and the Brut Rose (in 750ml and 1.5Liter bottles).  Over time, the name Dom Prignon has become synonomous with stature and taste.
